AT&T is petitioning the FCC to let them change their business model and, hence, their responsibilities.  Some engineers point out all the traditional services they rely upon, including burglar alarm circuits.

-- you can observe the state of your tx site
---building entrance
---tower lights
---tower bases - atu shack
---overall surrounding area of the property lines
---work with local Public safety agencies and setup a call tree for your tx site.
--offer to tour your tx site with local PD/Fire/public works
--- including them can go a long way, when they are asked about those towers the folks can appear well informed.
--plan in advance to contract with snow removal or landscaping companies, this will save money and puts you at the top of the dispatch list.
--have a portable gas genset at the site.
---if you lose the primary genset due to whatever, you will need power to light the area and run your wireless internet/voip/etc..
---prior to a winter storm event
----monitor local weather reports, if stormy wx is on the horizon, then schedule a PM on the tx site HVAC/Genset/Fuel tank levels

I would like to hear how anyone can justify using iBiquity digital "HD" instead of advocating DRM. iBiquity is proprietary and expensive while DRM is open. If iBiquity ever gets to be the sole digital system and the FCC decides that we must go digital the FCC license would become a pre-approval for the licensing authority, iBiquity. If you do not pay iBiquity then you may not broadcast.
